If I understand well, what you are asking for is some help to install a CMS, or have someone make one for you? In that case, using an existing CMS would have a lot, lot advantages over having someone make one. You'll have better support, better security and the possibility of finding themes/modifications.

Implementing joomla/wordpress on an existing site is really easy. All you have to do is upload some files and create a mysql database, all these are just a few clicks away. First, you have to decide which one to use, joomla or wordpress. Wordpress is quite suitable for content management, plus it's extremely easy to use, while joomla gives you a bunch of options which you may not need, if you are not running a professional site.

If you require further help, I'd be happy to help. Very Happy
