Cyworld.co.kr design, they make cute cool design. well i'm a girl my eyes always go bling2 when i saw cute design
i want to make a blog/web or combination of both

Making a web design like those takes a little more than just Microsoft Publisher, I'm afraid.
The first step to making a design is not critical, but certainly helpful: make some sketches on paper to get an idea of what you want.
Next, you create the graphics of your design in a graphics editor program, such as Photoshop, the GIMP, Paint.NET (not Paint, it's evil) or one of the many others (perhaps you already have one installed that you are familiar with).
A webdesign is always built using two computer languages. One is HTML and the other CSS. I believe many designers write this code by hand, which is certainly not difficult when you know the languages (the Internet has many useful learning resources for that). There is also software that can help you, such as Dreamweaver or Mozilla NVu.
The basic process with both methods (manually or with software) is that you arrange the graphics you created in a page layout, you also define the appearance of text and other elements on your site.
Because you have 'zero knowledge,' I would recommend learning about HTML first (you can't do much on the web without it). When you think you understand how it works, move on to CSS. It's a language that can make HTML look prettier (HTML on its own looks plain dull).
These two skills come in very handy when designing graphics for a design, because they allow you to think ahead in the design process.
Final tip: you won't be able to design the most beautiful pages on the first, second or perhaps even the twentysecond try. It takes time and effort to learn everything, so don't give up too soon. _________________ Captain Jell-O Buster from the Future
