C++ Mp3 Cutter

Hi,

recently i started learing c++

i think i know the syntex by now
and i want to make a mp3 cutter

i searched for library to use but couldn't find the right one
i could find only libraries to read and play mp3's

where can i find the ones i need? (or - how can i make them my self?)

i need some guidance
