You can install them by hand, but for the moment the Open Installer is disabled pending the finish of a rewrite.

Yes, cpanel usually includes that, but as a sub folder off your main domain. So, unless you want yourwebsite.com/e107/index.php I suggest you do it yourself. It is not that hard to install something like this. The hardest part would have to be to upload the files if your on a slow connection.
