That is the effect of global warming. Global warming is just the term that describes how the Earth's atmosphere is getting warmer, but in general it can cause temperatures in places around the world to drop dramatically to very cold temperatures.
Think of the movie "The Day After Tomorrow". It's kind of like that. The guys who made that movie actually had the science of it all down pretty well. This is why certain places around the world have new records for lowest temperatures this past year.
As for here in Canada, we're getting pounded by snow storm after snow storm this month. We've set records all over the place this winter, and it's not over yet. What's weird is that today it just snowed another 5-10cm, and just yesteday it was -27 C with windchill, but by Monday the temperature is going to be +7 C, and then on Tuesday it's going to drop again and we're going to get another 15-20cm+ of snow!
