Need Help Coding A Template

I need to make a template for this http://www.kbpublisher.com. You dont have to do it for me, all i need is for someone to explain to me how to do it.

This involves how to make a static template and JS (to embed the php file in my HTML).

So I have an HTML, but i cant figure out how to embed the php file in the HTML and im thinking i need to make a static template or link a JS script to the html.

Im offering my sig space (can be 3 text links or 2 text link and 1 one banner. For how long is negotiable, since im not sure how complicated this is. But I assure you i will be fair so if its even one line but i understand that one month since im offering one month minimum).
