It is a web hosting account. it allows many web application languages such as php and cgi. Those are software. So if you meant those software, of course yes. However there are restrictions on what kind of apps you can run. As stated in the lifelesspeople.com terms of use, certain applications such as those who use heavy CPU cycles are not allowed.
