Having used contextual ads I have found that sometimes they appear and sometimes they don't for no particular reason. The reason you may just be noticing it now is because with Google Adsense, if they didn't appear then they would be replace with either a public service ad or a user uploaded image to show if they don't have any actual ads to show. I am not sure if Yahoo! has this option or it just doesn't show up.
