As far as I know it can be in other languages, im pretty sure it just cant have illegal warez or pornographic material. And by warez I mean things that are copyright and you are putting up for download (music, movies, games etc..) I also believe you cant install things that you didn't pay for like an illegal IPB or something.

Yes, you can have websites in languages other than English.

You may view all the limitations here.

the rules say
Quote:
1. spanned archives such as such as .z01 .rar .ace;

which i think means the rar files that are split into like 50+ pieces Right?
Usually people do that for warez files.
I've think I've had regular .rar single files that i compressed myself. Never noticed that rule until now.

Thanks for the help guys, but I don't quite get the no rar rule.

If I have a forum, people can't post WinRAR files?

Do you mean post links? this rule is for uploading them to the server. Posting links probably should be fine unless they are links illegal files.

I think single rar files should be fine, but we were talking about the split rar archives that have tons of mini rar files that go with it.
example are games or bigger illegal files upload and are at least 50 of the following rar archives split up:
Quote:
part001.rar
part002.rar
part004.rar
part005.rar
part006.rar

and so on and so on.
